Do account credits expire?

Example
A firm buys Starter in January (50 credits) and creates 20 accounts. Sales slow for three months. In May it creates 25 more accounts. It still has 5 credits, and nothing was lost during the quiet period.
The one adjustment that can reduce credits
If a purchase is refunded or reversed through a payment dispute, the credits it granted are removed. This can make the balance negative, which blocks creating new accounts until it is corrected; accounts already created keep working.
